Monette - Elbert Dwane Qualls, 79, passed away Tuesday at his residence. He was born August 17, 1930 in Evening Shade to the late Colonel and Ovella Qualls. Mr. Qualls retired after serving the St. Louis Police Dept. for 25 years. He was a member of the Black Oak Church of Christ, 32nd degree Mason, Scottish Rite Mason, Shriner and past patron of the Eastern Star.
